The Catalan government under the leadership of socialist Salvador Illa has launched a program to design and implement the new unique financing model for Catalonia agreed with ERC and has put in charge Marti Carnicerwho was Secretary General of the Economy when the financing model that is still in force was negotiated. These are, in addition to Carnicer, Maite Vilalta; Vincent Soler Alex Esteller; Marta Espasa; Joan Ramon Rovira and Jesús Ruiz-Huerta, and the group will receive technical support from the General Directorate of Budgets.
The objective is to coordinate all the work carried out in this area, and thus design the architecture of the new financing model of the Generalitat based “on the contribution to State expenses through a percentage of participation in taxes and a contribution to solidarity with other communities.”

Marti Carnicer
The director of the group of experts, 73 years old, was mayor of El Vendrell (Tarragona) for more than twenty years. The economist was Secretary General of Economy between 2003 and 2010 of the Generalitat and deputy in parliament with the PSC in several legislatures.
Maite Vilalta Ferrer
With a PhD in economics and business sciences at the UB, she is a professor at the same university in public finance. Vilalta is an expert in fiscal federalism and regional and local finance.

Vincent Soler Marco
The economist was Minister of Finance and Economic Model of the Generalitat Valenciana from 2015 to 2022. After his retirement in 2019, he is an honorary professor at the University of Valencia, where he became dean of the Faculty of Economics.

Alex Esteller Moreno
The doctor in economics from the UB is a full professor at the same university and an adjunct at the UOC. Esteller was Director of Research at the Barcelona Institute of Economics in Analysis of Fiscal Systems, co-executive editor of Spanish Public Finance and Associate Editor of Regional Research.
Marta Espada Queralt
The doctorate in economics has been a member of several groups of experts for the preparation of the fiscal balance in Catalonia, she was secretary of the treasury between 2018 and 2024 and general director of tax and gambling in 2018 of the Generalitat with the ERC Government. The economist is an expert in public economics, regional and local financing and territorial redistribution.

Joan Ramon Rovira Homs
With a doctorate in economics from the University of Manchester, the expert is head of the Economic and Infrastructure Studies office of the Barcelona Chamber of Commerce. In addition, he has a law degree from the UB and is vice president of the Catalan Society of Economics.

Jesus Ruiz-Huerta Carbonell
Professor of Applied Economics at the Rey Juan Carlos University of Madrid, he has also been a professor at the Complutense of Madrid and Salamanca, where he was vice-rector of economics. Ruiz-Huerta was director of the Institute of Fiscal Studies between 2004 and 2008, and has been a consultant to the EU and the Economic Commission of Latin America and the Caribbean (ECLAC).
