The Minister of Justice and Public Security, Ricardo Lewandowski, stated this Wednesday (23), that the crime that occurred in Novo Hamburgo, in Rio Grande do Sul, when a shooter killed his own father, brother and a police officer, is the result the proliferation of weapons in the country.
Lewandowski said that the ministry will re-evaluate all Collector, Sport Shooter and Hunter (CAC) records from next year and will carry out rigorous screening. According to investigations, Edison Fernando Crippa, 45 years old, obtained the weapon as a CAC, the modality of which was made more flexible during the government of former president Jair Bolsonaro (PL).
“What happened in Novo Hamburgo is regrettable. In our view, this is the result of the indiscriminate proliferation of firearms that exists in Brazilian society,” said Lewandowski.
President Luiz Inácio Lula da Silva used his profile on X, formerly Twitter, to say that cases like the one in Novo Hamburgo (RS) cannot be normalized, and also expressed his opposition to the proliferation of firearms. “The tragic episode occurred after reports of mistreatment against an elderly couple in the shooter’s home, who had four weapons registered in their name. This cannot be normalized: the indiscriminate distribution of weapons in society, with a large part of them falling into hands of crime, is unacceptable”, wrote the President of the Republic.
According to Lewandowski, from January 1st, when the regulation of CACs passes from the Army to the Federal Police, the department will reevaluate the records. “We will re-examine, re-evaluate the situation, when it comes to us, from each of the CACs. And we will carry out a rigorous screening to find out if the person who claims to be affiliated with one of these CACs really has a criminal record, if he has psychological conditions, if he has technical conditions to carry a weapon”, he said.
Lewandowski minimized criticism of the Army, which currently manages the CACs, and considered that the large number of records could make the work difficult. As of December 2022, CACs have 1,277 registered weapons. In June 2024, there were 1,366,845. The data was obtained by Estadão from the Army, through a request under the Access to Information Law.
“It’s not that the Brazilian Army hasn’t taken its precautions. It certainly does, but the number of CACs is so large here in Brazil that it may have some technical difficulties in carrying out more rigorous control”, he pondered.
The minister guaranteed that from the moment the records are under inspection by the Federal Police, the department will be “extremely rigorous”.
The attack in Novo Hamburgo began around 11 pm on Tuesday (22), and ended only on the morning of Wednesday, 23. During this period, the shooter kept relatives under false imprisonment and opened fire on police officers. The attack resulted in the death of the shooter’s father and brother, as well as military police officer Everton Kirsch Júnior, aged 31. The shooter was found dead inside the home. The exchange of gunfire resulted in nine injuries, including family members, military police officers and a municipal guard.
The Minister of Justice commented on the case during a press conference in Brasília, after signing new decrees declaring seven indigenous lands. The measure is one of the main steps towards demarcation.
