New faction grows in chains and wants to fight for control of the streets

Group known as Povo de Israel dominates 13 prisons in Rio de Janeiro and generated R$70 million in two years

A police operation in Rio’s prisons shed light on a previously little-known but very powerful criminal faction. In numerical terms, and within the prisons, the People of Israel has a greater number of members than the Comando Vermelho (CV), its older and more famous sister. He also highlighted that no public security policy will be worthy of the name if it does not address the issue of incarceration. Today, more than ever, prisons have become the university of crime. It is from there that battalions that serve organized crime are called up and trained.

Operation 13 Aldeias was launched by the civil and criminal police of Rio, in partnership with the Internal Affairs Department of the State Secretariat for Penitentiary Administration (Seap) after a 10-month investigation. 44 search and seizure warrants were issued, blocking the accounts and financial assets of 84 people being investigated, as well as the order to remove five criminal police officers from public service. The warrants were carried out in cities in Rio de Janeiro, including the capital, and Espírito Santo.

According to a police report, the People of Israel (PVI) faction emerged in 2004, after a prisoner rebellion. The criminal group is said to be in charge of 13 Rio de Janeiro prisons and has around 18,000 prisoners, which is equivalent to 42% of the state’s prison population. It is a larger contingent of detainees than those of the Red Command (CV) and the Third Pure Command (TCP).

According to investigators, the group generated around R$70 million over two years through drug trafficking and extortion carried out through the fake kidnapping scam. In addition to this scam, cell phones are used by inmates to threaten and extort traders, even in areas controlled by other factions. During the operation, 120 cell phones that were believed to be in the possession of members of the faction were seized.

With this accumulated power, the faction, according to the investigation, maintains plans to expand its domains beyond prisons, becoming yet another gang vying for control of territories in the war that already involves CV, the Third Command, the PCC, militias and drug militias. A source from the Bahian police assured CORREIO that there is no indication of the presence of the PVI in the state.

According to the police, in its beginnings, the faction was formed by people arrested for rape, as a way of protecting themselves. In prisons, those convicted of sexual violence are more vulnerable to attacks from other prisoners and often need to be kept in isolated wings. Over the years, the group began to co-opt those detained for other crimes, such as feminicide, or those threatened by traditional factions.

Protection is the central word in the PVI co-option strategy. Nothing new on the front. The PCC was also born like this, from the perception of São Paulo prisoners that they needed to unite to protect themselves from rebellions and police actions such as the invasion of the old Carandiru.

A promise that would be unnecessary if the Brazilian state actually offered security to its citizens, inside and outside prisons. If there was a guarantee of resocialization of prisoners, offering them the prospect of insertion into the job market, the seductive power of crime would reduce, which applies even more outside the prison walls.

Legislation also needs to change, to be tougher on crimes and more offensive criminals. And Justice needs to be faster and more assertive, so as not to keep those who wait decades to have their cases judged definitively in prisons and penitentiaries. This slowness makes that young man who steals a jar of butter in the supermarket vulnerable to the actions of the most dangerous prisoners, linked to the factions. And, obviously, the police need greater efficiency to, at the very least, prevent cell phones from entering cells.
