The president of the Chamber of Deputies, Arthur Lira (PP-AL), created a special commission to analyze the amnesty bill for January 8 prisoners. In theory, the movement delays the processing of the proposal. A special commission lasts for at least 40 plenary sessions to deliver an opinion on a matter.
It will still be necessary to define the 34 full and substitute members of the new board, define the president and rapporteur and establish a schedule before voting on a new opinion.
Supporters of former president Jair Bolsonaro (PL) hoped to approve the text in the Constitution and Justice Commission by this Wednesday, the 30th. If that were to happen, all that would be left would be a vote in the House plenary so that the text could go to the Senate.
As Estadão showed, the current wording of the project is considered “very broad” by jurists, who see that there are loopholes that could benefit Bolsonaro himself.
Lira argued that the proposal deals with so many topics that it would need to be assessed by at least seven commissions to justify the decision to create a special commission.
With just under five months to go before the definition of the new Board of Directors and Lira’s successor as president of the Chamber, the gesture serves to remove this text from the discussion surrounding the negotiations.
This is because the bill is considered by the opposition to be the group’s most important agenda, with Bolsonaro supporters offering support to a candidate if that name supports the amnesty, while government supporters are articulating forces to block the initiative.
The candidate supported by Lira to succeed him, Hugo Motta (Republicanos-PB), was already trying to find a balanced solution to guarantee support from both sides. The PL (92) and the PT (80) together have 172 of the 513 deputies in the Chamber, which is equivalent to a third of the entire House.
There is still uncertainty surrounding a possible new rapporteur for the project. In the CCJ it was the Bolsonarist deputy Rodrigo Valadares (União-SE).
As Coluna do Estadão showed, he won the role thanks to Elmar Nascimento (União-BA), at the time the favorite to assume the presidency of the House, to try to attract the support of oppositionists.
