How to justify your absence from voting on election day and what documents to use; see the explanation

Anyone who is not in their city of electoral domicile or is unable to attend the polls this Sunday, 27th, can justify their absence from voting in the second round of the 2024 Elections through the e-Título application – which had a download deadline to be used in these elections this Saturday, 26th, and is only used for justifications based on distance from the electoral domicile – or by presenting an Electoral Justification Request form at any electoral registry office or electoral college in Brazil.

According to the determination of the Superior Electoral Court (TSE), it is not necessary to attach documents proving the reason for absentee voting when the justification is presented on election day. Justifying the vote guarantees that the citizen is not prevented from issuing an ID, obtaining a passport, registering for public examinations, obtaining loans, among other civil needs. In Brazil, voting is mandatory.

How to justify using the e-Título?

Those who have a regular or suspended electoral registration card, have installed the e-Título application until this Saturday and will not be able to vote because they are outside the city of their electoral domicile, they will be able to justify their vote on their cell phone, using the e-Título.

Simply log in to the application, which works on both Android and iOS operating system devices, click on “more options” in the bottom right corner of the screen and access the “Absence Justification” tab that appears at the top of the screen.

The application will require the voter to authorize the use of the cell phone’s georeferencing mechanism and, from there, it will prove to the Electoral Court that the person is not at their electoral address, serving as justification for absence from the polls.

How to justify via the Electoral Justification Request form?

To justify the absence of voting in person, it is necessary to download the PDF of the Electoral Justification Request form (available here) and fill it in with the date, election round, voter registration number, date of birth, full name and signature.

Then, simply deliver this document to the vote or justification reception desks installed for this purpose in locations announced by the Regional Electoral Courts and electoral registry offices (check the locations here). You must also present an official photo ID.

The form can also be obtained from the registry offices and electoral zones, if the person cannot print it.

How to justify after the end of the elections?

After the election, it will be necessary to present a document proving the reason for absence, such as a medical certificate, proof of accommodation or airline tickets.

Anyone who cannot attend for work reasons must attach a certificate issued by the company where the voter is an employee or provides services – remembering that the right to vote is guaranteed by law and the employee can demand to be dismissed, come in later or be released early to vote.

The deadline to justify absence in the second round is January 7, 2025. For those who did not vote in the first round, it is December 5. And for those outside the country on voting day, the deadline is 30 days, counting from the date of return to national territory.

Anyone who does not justify their absence from voting is prohibited from issuing ID, obtaining a passport, registering for a public examination, obtaining loans from local authorities, mixed capital companies, federal and state savings banks, among other impediments.

Estadão will count the votes for the second round of the 2024 elections, in real time, starting at 5pm this Sunday, the 27th.
