State deputy Evandro Leitão (PT) beat federal deputy André Fernandes (PL) in the second round of the election in Fortaleza. The capital of Ceará was the scene of the main dispute between the PT, of President Luiz Inácio Lula da Silva, and the PL, of former President Jair Bolsonaro, in this second round.

The result saves the PT from a new embarrassment as happened in 2020, when the party did not elect any mayor in the capital. Fortaleza is the fourth largest Brazilian city and the largest in the Northeast.

Evandro was a bet by the former governor of Ceará and current Minister of Education, Camilo Santana. He faced rejection from the PT’s leftmost base, which wanted former mayor of Fortaleza Luizianne Lins (PT) as the party’s candidate.

Camilo even took vacation between the end of September and the beginning of October to support government candidacies in Ceará. He also had the support of the leader of the Lula government in the Chamber of Deputies, José Guimarães (PT-CE), to ensure that Leitão would be the candidate for mayor of Fortaleza.

This result, in fact, strengthens Guimarães to succeed Gleisi Hoffmann as president of the PT.

Evandro left PDT after the fight between former minister Ciro Gomes (PDT) and senator Cid Gomes (PSB-CE), at the end of 2022, to go to PT and become the party’s candidate for mayor of Fortaleza.

PT and PSB establish themselves as the main forces in the State, replacing the PDT on paper. The PL, which went all or nothing in the city, ended this election without winning in any of the 184 cities in Ceará.

Together, PSB (65) and PT (47) won in 112 municipalities. The PDT had the most disastrous result, going from 67 city halls in 2020 to just five this year. The PL had 13 mayors in Ceará when it was in the PT base that year and now it has nothing left, after the shift to the right given after Bolsonaro’s arrival in the party.

Evandro’s candidacy is a direct result of the fight between former minister Ciro Gomes (PDT) and senator Cid Gomes (PSB-CE). The dispute between the brothers led to the departure of Cid and more allies from the PDT. Evandro, president of the Legislative Assembly of Ceará, was one of them.
